Willingness, even desire to learn is fine but rather too late in the day. In an organisation where the Chief Executive is seen to be driving not only policy but also membership applications to the Authority, the appointment of weak chairmen has hardly passed without notice. You couldn't make this organisation up - it's rotten to the core. Debate and dissent is stifled and the will of the chief executive is all powerful. Fine for a tin pot South American state but not in the UK - or for a body that is 50% funded by local taxation. It is ridiculous there is no democratic input into such a body.
